Is it possible to add an attendee to a past open for inspection that has already happened?

Yes, it is possible.

In the Open for inspection list, adjust the date to a previous date range so that you can search for and view previous OFI times.

Once you have located the previous OFI, you can then click into it and enter the attendees.
